Notice of Staff Workshop on Senate Bill 767 The California Energy Commission (CEC) will host a staff workshop to begin implementation activities for Senate Bill (SB) 767 (Richardson, Chapter 657, Statutes of 2025), which establishes new reporting requirements for crude oil pipelines that supply California refineries.
SB 767 directs the CEC to work with stakeholders to identify reportable pipelines – pipelines that deliver domestic crude oil to in‑state refineries and whose closure could significantly reduce refinery processing capability. Beginning March 30, 2027, operators of reportable pipelines must submit monthly operating data, including minimum and maximum operating volumes, daily crude delivery volumes, operating hours, nameplate capacity, and available capacity. 3 page(s)
