Justice, Access, Equity, Diversity and Inclusion Framework
This framework outlines the California Energy Commission’s (CEC’s) commitment to embedding energy equity and environmental justice in our energy future. This framework is not a one-size-fits all approach, check list, or an endpoint. This is a mechanism to help establish a common understanding and approach for the CEC to its part to address climate change and ensure all Californians have dignity, health, and prosperity.

2024 DACAG Equity Framework Update
The Disadvantaged Communities Advisory Group (DACAG) to the California Energy Commission (CEC) and the California Public Utilities Commission (CPUC) adopted the 2024 DACAG Equity Framework Update. Subsequently, the DACAG requested that each agency considers the Framework within its work.
In the past, the CEC has considered the DACAG’s prior framework into three areas:
- Justice Access Equity Diversity & Inclusion (JAEDI) Framework (2022 Integrated Energy Policy Report Update)
- Gas Research and Development (R&D) Program: Fiscal Year (FY) 2022–2023 and FY 2023–2024 Equity Framework Matrices
- Electric Program Investment Charge (EPIC) 4 Investment Plan
Staff is adding this document to the docket in the Informational Proceeding on Non-Energy Benefits and Social Costs (24-OIIP-03) on behalf of the DACAG to encourage the continued consideration by CEC Commissioner and staff or the guidance provided in the 2024 DACAG Equity Framework in the development of CEC programs and proceedings.
